NYSE's Blue Ribbon Panelists Can't Agree On Volatility

For the New York Stock Exchange, extreme short-term stock market volatility is a public relations problem. In December 1989 it formed a "Blue Ribbon" panel to address concerns about volatility and named Roger B. Smith, chairman and CEO of General Motors Corp., to head it.
