As a legislative showdown looms, interdealer broker Chapdelaine & Co. is about to go live with CHATS, its order-matching system for U.S. Treasuries. Chapdelaine president Michael Franzese says he's ready to give the nod to Quotron Systems Inc. for retail distribution of CHATS
