I see this as being both a driver for harmonization of standards and implementation standardization, but it's also a missed opportunity, as the filling out of the details is being left to each member state's regulators. This will probably lead to diverse implementations of the requirements. For instance, around pre- and post-trade transparency, in one state you may be able to publish to a Web site; in another you may be required toOnly users who have a paid subscription or are part of a corporate subscription are able to print or copy content.
