Instinet Avoids Punishment From The SEC, Extra Capacity Solves Traffic Problems

The Securities and Exchange Commission won't punish Reuters' Instinet alternative market system for at least another four months. The electronic communications network, or ECN, had come under scrutiny after a series of brief system failures earlier in the spring caused regulators to write a "no-action" letter warning the company that it had to solve the problems that caused the mishaps before August 30. Instinet was notified of the extension in a second "no action" sent just days before that
