SEC Gives ECNs Two Choices With Proposed Market Regulation

WASHINGTON--The Securities and Exchange Commission seems to be of two minds in the proposed regulations for electronics communications networks it published in April. On the one hand, the regulatory agency says it wants to foster market innovation and competition and also provide investors with a level playing field, greater price transparency and more trading liquidity. On the other--if the agency's rules have the impact that some critics warn--the result could be exactly the opposite.
