People Moves: HKEX, TMX Group, ICE, TP ICAP, and Financial Information Forum (FIF)

A look at some of the key 'people moves' from this past week, including Brian Lee (pictured) who has been appointed group head of tech risk at HKEx.

HKEX Announces Group Head of Technology Risk  

Hong Kong Exchanges and Clearing (HKEx) has appointed Brian Lee as group head of technology risk.

In the role, Lee will work across the HKEx Group risk team, with a focus on improving HKEx’s cybersecurity and technology resilience, enhancing the group’s policies and guidelines, and performing risk assessments across the group. He will oversee the group’s cybersecurity defenses, as well as its management and governance framework. 

He previously worked for 25 years at the Hong Kong Monetary Authority, where he held a number of senior roles in Hong Kong and New York, and most recently, served as a division head of the banking policy department. Prior to that, he served as division head of operational and technology risk, chief representative of the New York Representative Office, and a division head of the banking supervision department.

TMX Group Taps John McKenzie For CEO  

TMX Group has appointed John McKenzie as chief executive officer (CEO) and also made him a member of the group’s board of directors. He had previously served as TMX Group interim CEO since the retirement of Lou Eccleston in January 2020.

McKenzie has worked at TMX Group for 20 years. He was named chief financial officer (CFO) in 2016, and was responsible for the company’s corporate strategy, corporate development, and investor relations functions, as well as finance. In 2018, Mr. McKenzie also had oversight of TMX’s trust and capital formation businesses, which includes Toronto Stock Exchange and TSX Venture Exchange.

Caroline Silver Elected to ICE Board of Directors

The board of directors at Intercontinental Exchange (ICE) has elected Caroline Silver as a new member. 

Previously, she served as managing director and partner of Moelis & Company, an independent advisory firm, from 2009 until January 2020. She currently serves as an advisory partner at Moelis. Prior to joining Moelis, Silver held investment banking roles at global institutions such as Merrill Lynch (now Bank of America) and Morgan Stanley.

Silver has also been appointed to serve on the board of ICE Clear Europe, one of ICE’s subsidiaries. She currently serves as chair of the board of directors of PZ Cussons PLC and serves on the board of directors of BUPA and Meggitt PLC.

TP ICAP Makes Senior Appointments

TP ICAP has appointed two senior roles in its data and analytics division.

Jeff Missimer joins TP ICAP from PolarLake, a Bloomberg subsidiary, as head of sales for the Americas, and will be based in New York. He was previously head of sales for the Americas at PolarLake. 

The other addition is Rhys Spencer, who has been promoted to head of sales for Asia. He has been with TP ICAP for more than 10 years. Based in Singapore, he will be focused on implementing a talent acquisition strategy to establish a team focused on growing revenue from client segments including asset managers and hedge funds.

The new hires support TP ICAP’s wider strategy to diversify and grow its revenue streams and client base. The team’s immediate focus is to assist clients with their risk management and total cost of ownership using its data and analytics division’s new suite of offerings that include its Bond Evaluated Price service and its SURFIX market data application programming interface.

Financial Information Forum (FIF) Appoints Howard Meyerson As Managing Director

The Financial Information Forum (FIF), an industry association focused on addressing and resolving open implementation issues that impact the securities industry, has announced the appointment of Howard Meyerson as managing director.

Meyerson was most recently the global chief compliance officer at Liquidnet. During his time at Liquidnet, he managed legal, regulatory, and compliance for the roll out and operation of the Liquidnet trading system in 46 countries on six continents.

Prior to that, Meyerson worked at the law firm, Morgan Lewis, where he focused on a range of issues.
