That's why we believe that market data managers deserve big-time bonuses.

Bonuses are already part of the package for market data managers, as they are for most IT executives and, more notoriously, traders. But unlike traders, market data managers are not a profit center. It can be a lot harder to prove that you've contributed to the bottom line and thus deserve a nice reward—hello, plasma TV or three—when your department doesn't actually produce revenues.
