A debate has emerged over what will be needed to get the municipal bond and underwriting units of firms to apply for legal entity identifiers (LEIs).

During a discussion on LEIs at the North American Financial Information Summit (NAFIS) in New York on May 18, Scott Preiss, managing director and global head of CUSIP Global Services, said a regulatory mandate would be necessary.
