LONDON and NEW YORK--An uncertain economy is leading to a drop-off in IT spending by financial firms, according to a series of new reports from various consultants and business associations, but there may be some light at the end of the tunnel.

A quarterly survey by the Confederation of British Industry and Pricewaterhousecoopers of 129 UK financial institutions--including banks, building societies, fund managers and insurers--puts much of the blame on falling business volumes. About 42 percent
