The founders of start-up Level 3 Communications have announced that they want to create a "pure" IP fibre network that will compete with regional telecommunication providers, and allow them to offer inexpensive bandwidth for IP-based data and fax services. Level 3 has high hopes of providing service at 1/27th of the cost of conventional switched circuit networks.
