NEW YORK—Throughout 2004, offshoring remained extremely attractive to user firms despite becoming a major issue in the U.S. presidential election. This spawned a new reticence among major firms to discuss the matter (DWT, Nov. 8). There's every hope that firms will one day be forthcoming again.

Outsourcing, however, was suffering major setbacks as A-List firms pulled back.

Whether or not they will talk about the issue again, firms were forging ahead with plans, and the main impetus for offshoring
