NASDAQ Remains Baffled By UPS Failure; Industry's Disaster Planning In Doubt

On December 7th, NASD president Joseph Hardiman told his staff to choose a date to run the NASDAQ system out of the Rockville, MD, backup facility.

Two days later, the cutover came unexpectedly with the failure of a so-called "uninterruptible" power supply at NASDAQ's main processing center in Trumbull, CT. Before operations could be transferred to Rockville, trading in the OTC market was halted for about an hour-and-a-half.
