Wall Street was abuzz last week with talk not of the market volatility invoked by Iraq's Middle East hostilities but of the biggest power failure to hit Downtown Manhattan since 1977. The electricity outage, caused by a fire at a Consolidated Edison substation, was indiscriminate in its effects: exchanges, firms and market data vendors were hit, but not all of them.
