Unless you've been under a rock for the last week or so, Arthur Levitt, chairman of the US Securities and Exchange Commission (SEC) has made a number of proposals that have the potential to uproot the way Wall Street trades. Essentially, Levitt argues, there are more wires and openness in our future.

Almost as if they were taking their cue from Levitt, the Chicago Board of Trade (CBOT) and Eurex late last week finally inked their deal, which serves as proof that Levitt is on to something
