SOES Proposal Will Hurt Market-Makers, Group Says

The Security Traders Association is objecting to a Securities and Exchange Commission proposal that the group says could jeopardize the role of the market-maker in small orders for over-the-counter issues. The association also fears that once the proposal is implemented for small orders, it could be extended to all OTC orders.

The proposal concerns the limit order file on the National Association of Securities Dealers' Small Order Execution System. The limit order file stores orders that, because
