Citigroup's (until-now) closely-guarded technology plans for new offices in the Docklands have been outed by TTW this week. The project, intriguingly code-named Oliver, is on such a huge scale that it could not remain a secret forever. The London docks, on the Isle of Dogs, are now part of the Enterprise Zone--sometimes referred to as Wall Street on Thames-where the 10 million square feet of office development is said to be equivalent to one-seventh of the office space in the City of London
