Prudential Securities Inc., the investment bank unit of the Prudential Insurance Co., is due to move uptown when its Water Street lease expires in 1994. But Prudential is now exhibiting reluctance over the proposed move to the less distinguished Times Square location it's been considering -- though it has already invested $150 million there. Once all current tenants have vacated the site, Prudential, by contract, is obliged to begin construction within one year.
