SEC And CFTC Reports Clash Over October's Black Friday

THIS WEEK'S LEAD STORIES

The fact that markets are irrational and not scientific didn't deter both the Securities and Exchange Commission and the Commodities and Futures Trading Commission from working up detailed analyses of what happened on last October's Black Friday.

Looking at essentially the same data, the agencies came up with different, and opposing conclusions. "Trading Analysis of October 13 and 16, 1989" by the SEC and "Report on Stock Index Futures and Cash Market Activity During October 1989" by the CFTC
