The hurdles the CAT has faced stem from the SEC giving the power to SROs.
Stop me if you've heard this before: There are issues surrounding the Consolidated Audit Trail (CAT).
For the uninformed, the CAT is a massive audit trail that will track trading activity for equities and options on a daily basis and store it in a massive database.
