PaineWebber Inc.'s senior vice president for systems development Gerry Higgins left the firm last week, for a job as managing director in Nynex Corp. There's precious little market data at Higgins' new post: he'll be running the telecommunications services vendors' data center and network resources division. At Nynex, Higgins joins Joe Castellano, who left a post at Citicorp last year. Castellano's role at Citi was similar to Higgins' at PaineWebber. Taking Higgins' place at PaineWebber is Robyn
