GAO's National Market System Report Urges Review Of NYSE Rule 390, ITS

The General Accounting Office has recommended that the Securities and Exchange Commission reexamine the New York Stock Exchange's Rule 390 and similar rules at other exchanges that restrict off-exchange trading. In proposing the rule review, the GAO notes that no such examination has been conducted since 1980, "despite major changes in the market." Such changes include substantially increased trading volume, growing use of derivative products and challenges from foreign markets, the GAO writes.
